John McGillian welcomed everyone and opened the meeting.
Southold Update – Louisa Evans – Updates on Sidewalks, Barracks Projects & Zoning
Louisa Evans provided updates on two key projects: the sidewalk work from the Ferguson Museum to Whistler and Equestrian, which is estimated to cost around $600,000, and the renovation plans for the barracks formerly used by the State Police on the south side of Whistler Avenue. The sidewalk project is expected to begin in the fall, pending the outcome of the bidding process. Michael Collins is also working on a request for proposals for an architectural firm to address the barracks’ renovation and asbestos removal.
(The sidewalk project funding is from Ferguson Museum to Whistler and Equestrian intersection.)
John McGillian and Dave Congdon addressed the stalled communication between the Town and the Ferry District about the 357 Whistler project. Louisa Evans indicated that legal issues are causing delays, but committed to trying to organize the meeting. Additionally, she provided an update on the zoning changes, emphasizing the importance of public awareness and the potential impact on properties like Pirate’s Cove. Louisa confirmed that the planning board intends to visit the island to discuss zoning changes, and a community meeting is likely set for June 28th. Additionally, there is ongoing communication among the Fishers’ zoning group to formulate a response to Southold’s zoning report.
Fire District – Rod Rodriguez
Rod Rodriguez discussed the Fire District’s current vehicle replacement strategy, emphasizing the need for upgrades due to the age of their equipment, including a 1997 engine and a 1998 ambulance. He noted that the district faced operational challenges last summer when mechanical issues left them with limited resources during a busy season. Rodriguez also mentioned ongoing efforts to secure grant proposals for funding. Rod highlighted concerns about dwindling volunteer numbers in the fire district, projecting a significant reduction in personnel over the next decade. Rod suggested that housing issues might be a barrier to attracting more volunteers from the local community.
Rod outlined the training requirements for new volunteers in the fire department, emphasizing the importance of commitment and safety. He noted that current EMT classes are ongoing and highlighted the challenges of low membership and leadership vacancies. Additionally, he mentioned efforts to implement incentive programs to encourage participation.
He also explained that the fire department’s ISO rating affects homeowners’ insurance rates, with a rating below seven making it difficult for insurance companies to offer coverage. He highlighted the importance of improving the rating through enhanced training and addressing water supply challenges. John McGillian inquired about the impact of water pressure on the rating, and Rodriguez acknowledged that low water pressure was having a negative effect on the ISO rating and mentioned the need for further research on alternative water sources, such as the ocean. He also provided an update on the firehouse addition plans, stating they are still in the works and pending architectural approval.
Village Market Update – Billy Bloethe
Billy Bloethe discussed the current status of the Village Market, highlighting that they are operating Monday through Saturday with plans to extend hours around Memorial Day. He addressed the employee situation, mentioning the use of J-1 travel students from countries such as Nigeria, Jamaica, and Turkey. He noted that they have generally been successful in managing visa issues. George de Menil asked Billy about the feasibility of rooftop solar installations with Fishers Island Electric, highlighting both the potential benefits and concerns regarding maintenance costs and wind effects.
John McGillian announced that Brad Bradbeer would discuss infrastructure projects at the next meeting, including the potential for the utility company to become a co-op or a municipal entity.
Staley mentioned the sale of the West End Cafe to a new owner with ties to Fishers Island and details would be announced very soon.
