Hearings for New Restaurant with Apartments Planned for Fishers Island


The renderings below are alternatives proposed by Hound Lane, LLC’s Mark Holzner and his architect, David Noe, in response to the initial comments of the Southold Town Architectural Review Board made following its March 7 meeting.  They were sent to the Zoning Board on or about March 27 and forwarded by the Board to the ARC for its consideration at some point after that. BACKGROUND On February 7, 2019 the Southold Town Zoning Board of Appeals held a public hearing on an application from Hound Lane LLC for variances to alter the existing building into a restaurant on the first floor and to construct a second story addition for two apartment units. The variances include  a front yard setback of zero feet where the code requires a minimum of  100 feet in the General Business Zone District, a second story addition with 70 linear feet of frontage on a street where the code allows a maximum of 60 linear feet, and a landscaped area of 27.6% where the code requires a 35% minimum of landscaped area. Site plan approval from the Southold Town Planning Board is also required. The Board of Appeals left the hearing open in order to obtain a SEQRA determination from the Planning Board, as lead agent, and comments from the Southold Town Architectural Review Board, in recognition of the historic character of the old bakery building which is part of the remaining buildings from Fort Wright. The ARC comments were received on March 13, 2019 and the SEQRA determination is forthcoming. The applicant will have to appear before the ZBA for another hearing prior to their decision being rendered.

On Thursday, June 6, 2019, the Zoning Board met. The hearing was closed. A decision was not issued at the close of the hearing (which is per usual). One of the members of the ZBA will draft a decision and then the ZBA will vote on it. Then the application will go to the Planning Board for site plan review. Timing is unknown.

Monday, May 6, 2019, 6:00 PM: Planning Board Public Meeting @ Town Hall – Meeting Hall, and streamed live to Fishers Island Community Center.

  • This is the opportunity for anyone from the community to come to express their opinions.
  • Prior to the meeting, comments can also be emailed to staley@ficommunitycenter.org and a representative from Fishers Island will read the comments to the officials in Southold via video conference.
  • Letters and comments should also be sent (to arrive before the meetings) to the email addresses in Southold listed below and become part of the record.

Monday, April 8, 2019 6:01 pm: Town Planning Board Public Hearing on Site Plan
On Monday, April 8th a hearing was held by the Southold Town Planning Board for comments from interested parties and the Fishers Island community on the Hound Lane LLC application. The meeting took place in Southold and was video conferenced (live) at the Fishers Island Community Center. 17 Island community members attended the meeting on Fishers Island and 5 had an opportunity to share their letters and ask procedural questions of the Planning Board.

Planner Michael Schiano, the agent for the applicant, addressed the Board and presented the details of the plans. The CME site plans he refers to are included in the Hound Lane Bakery Architectural Plans 15FEB19 posted below. You can hear most of his presentation here:

Town Liason Mere Doyen also read emails and several letters from community members not in attendance. The remaining letters received in Southold are in the Board members’ packets and linked above.

At the conclusion of the hearing’s session on the Hound Lane, LLC variance, Planning Board Chairman Donald Wilcenski told the participants the hearing would be held open and remain on the agenda for the Board’s next public meeting on May 6. He said all the questions and concerns raised will be addressed. Comments may continue to be sent to the contacts listed below and added to the record if received prior to the May 6 hearing.

A roughly 100-year-old eyesore in Fishers Island might see renovations in the coming months.

If approved, a new site plan put before the town Planning Board Monday could convert a pre-existing building on Hound Lane into a 2,815-square-foot restaurant on the first floor and construct a 2,329-square-foot second story intended for two apartments.

The property is located near the intersection of Greenwood Road and Hound Lane, which is adjacent to the Fishers Island Community Center, ferry district and school.

The parcel was home to a bakery in the 1920s that was used in conjunction with the Fort H. G. Wright military installation, according to community center representative Staley Sednaoui. She said the property most likely hasn’t been used since the 1950s.

At the meeting, the Planning Board determined the proposal may require preparation of an Environmental Impact Statement, which describes and analyzes a proposed action that may have a significant impact on the environment.

The document is under review with the town Zoning Board of Appeals, planner Brian Cummings said. Because the building is set to add a second story, it triggered a few different variance requests, he said.

One conflict may be parking: 30 parking spaces are required on the property, but the current document provides 26. It would need to be revised in the future.

According to the Department of Environmental Conservation website, unlisted actions usually apply to nonresidential projects physically altering less than 10 acres of land, which is applicable to this property.
