The ICB meets monthly in a public forum with the community to review and discuss Island priorities. Minutes of monthly ICB meetings are posted on the ICB website at https://fishersisland.net/about-fishers-island/island-community-board/
ICB Representatives: Willard Soper (President), Dicky Riegel (Treasurer – Seasonal), Meg Atkin (Year-Round), George de Menil (Seasonal), Nate Malinowski (Year-Round)
Willard Soper: Minutes of July 13th meeting were approved as written.
Dicky Riegel—Treasurer’s Report: Liberty Bank balance is $2,100; balance in PayPal account is $825. Invoice from MaryBeth has been submitted and paid: $1,000. Thank you MaryBeth for all your help with ICB matters.
Dicky Riegel—Annual Appeal would like to ask everyone to renew their support of the Island Community Board. It’s obvious that we’ve tackled some important topics and issues during the past year, and we will continue to do that good work going forward. Our expenses are kept at a minimum, yet we do need financial support to keep that good work going. You should have received a formal written appeal letter via email last week; this is my personal request to everyone to support the ICB. Willard: The ICB budget runs between $8500 and $9500 a year, and most of our contributions are received during July and August, so I’m hoping we can get that support again this year.
We like to have around $6,000 in the bank account at all times if possible. In recent years, Pre-Covid, the number of donor gifts averaged about 400 and in 2020 it was higher. We hope to match that again in 2021.
Chris Ingram—IHP: Everything seems to be going well on the coronavirus front. We continue to highly recommend the Covid-19 vaccine for everyone that is eligible. We also request that non-vaccinated individuals continue to wear masks inside and, when social distancing is not possible, to wear masks outside as well. IHP is available to assist those seeking a vaccine and for anyone that needs or wants to get tested for the virus. Anyone can find an appointment on vaccines.gov or call 1-800-232-0233 for more information.
Bonnie Benkard—Speeding Prevention Task Force: Bonnie and the committee members including Meg Atkin, Mimi Gary, and others met and discussed the ongoing problem of speeding on Fishers Island, particularly during the high-volume summer season. The IPP Morning Program children painted a reminder sign that is posted near the School and Ferry. One conclusion: the drivers that need to be reading the posted signs are the ones that generally ignore them. The posted speed limits on Fishers Island are:
- 30 mph on most paved roads
- 25 mph in populated areas
- 15 mph on dirt roads
It is our personal responsibility to each other to drive at safe speeds.
Dicky Riegel—ICB Elections: The ICB is fortunate to have four qualified candidates running for the two open seats – one seasonal and one year-round. The voting will begin on Monday, August 16, at 9:00 am; online voting can be done at any time from 9 am Monday, through 5 pm Friday, August 20. In person voting will also be available Monday, August 16, through Friday, August 20, from 9 am to 1 pm at the Community Center.
To recap: Dicky Riegel and Candy Whitman each served as a representative for 2 three-year terms. (The ICB by-laws require elected reps to step off for at least 1 year after serving for 2 consecutive terms.) This year Fishers Island’s ICB members* will be voting to elect (1) Seasonal and (1) Year-Round representative, each for an initial three-year term.

Discussion: Length of time the ICB Election is open reasoning:
-Extending the voting past 5 days diminishes the urgency.
-Anyone can vote online so they can vote from anywhere, at any time.
-Island tax district votes (and any local, federal political votes on Island) are cast in a few hours on one day, so this is generous to accommodate the comings and goings of the FI community.
Willard reporting for Beth Cashel—Neighborhood Aide:
- Sidewalk repairs: In the final stage and will be finishing up the project during the next two weeks;
- August Town Meeting: There is currently not a Town Meeting/Visit planned in August. It is too late to orchestrate an in-person meeting.
- Additional STOP signs at ball field intersection: we are awaiting ICB’s input from community to determine if the community would like to recommend that the Town put 4-way stop signs at the ball field. At this point, I (Beth) can communicate this recommendation to the Town.
- NEW ITEMS—August 9th Planning Board Work Session:
- Walsh Park application to subdivide the school land parcel between Whistler and Winslow Avenues deemed complete. Conditional Sketch Plan Approval is scheduled at the Planning Board’s 9/13 meeting. (More information can be found on FishersIsland.net)
August 10th Town Board Work Session:
- Changing the zoning description of the land by the Community Center from Low Income to Residential to enable to accessory use for possible construction of paddle tennis court.
Discussion: Airport Road is being repaved due to a grant involving the FAA with no cost to Fishers Island. The road to the Transfer Station is in need of repair and conversations continue with the Town of Southold, and the Ferry District which manages that property for the Town of Southold, as that road does not fall under the scope of the DOT or the Town Supervisor’s Office.
Reminder: Please help the case to get DMV visits back on Fishers Island. Share your DMV needs by Wednesday, August 18 to help the NY State office help Fishers. Representative Jodi Giglio would like Islanders to let her office know what DMV transactions Island residents here are looking to do in order to better address the needs. “It will help the cause of getting DMV back to FI to have lots of people email their needs to her office, particularly ones that are supposed to be done in person”, added Louisa Evans.
