ICB June 2020 Meeting

Public: 142 members of the public attended the meeting via Zoom.

Approve March Minutes

  1. Whitman motioned to approve the April minutes written by Zack Hoch, pending a couple edits by D. Riegel. M. Atkin seconded, the motion was moved and passed.

Treasurer’s Report

Dicky Riegel reported ICB’s finances are in decent shape for this time of year. There is $5500 in the checking account and $500 in the PayPal account. ICB relies on donations from individuals and organizations and donations can be made online at https://fishersisland.net/icb-members/icb-annual-appeal/ or checks can be mailed in to PO Box 371. D. Riegel motioned to approve payment of Z. Hock’s final invoice as secretary. M Atkin seconded; motion passed.

IHP Covid Census and outreach
COVID-19 Update

  1. Soper discussed several approaches to get more buy-in from residents and guests to the island. The Covid Census is required for each person coming to FI, but not required if just going over for an appointment/errand. He referred to the IHP infographic. Phase 2 is coming online for NY State. Mecky Kejipers will be helping in the efforts to reach out to the youth of the island and wishersisland.net has been revamped to focus on Covid awareness. He said we are doing everything we can to reach out to ALL of the FINY community.

Seasonal Island Organizations Update

  1. Riegel thanked the clubs and the Pequot for working with ICB/IHP and for sharing the IHP infographic. He reported that he had recently done a Covid test and it was quick and easy, and he had used the MyChart app. The big store will reopen to customers soon and will still do curbside pickup. The News Café will not open this summer.

IHP outreach

Ginny Wilmerding shared the Covid 19 FAQs on the screen and talked about how the document works (7 pages). Parents should fill out census for each member of the family separately. She asked everyone to do the symptom tracker emails each week, very important! Thes should be filled out individually too. There is a lot of information about traveling in the document to review.   1. Ingram asked everyone to use the symptom tracker. He said that is Cuomo sees a spike in the state we can return to Phase 1.


Q: When should you take the covid census? Closer to time to come?
A: Anytime

Q: What about the incubation period (5-10 days)? Why take test before coming and not after the travel? Why not expand on island testing?
A: The science around the incubation period is not clear. It depends on the person and the viral load. Testing while coming here is our current best practice.

Q: Could we get 2000 tests available on the island?
A: We currently have 75. Right now, resources are not limited.

Q: Can there be a box on the symptom tracker for on island/off island?
A: They are time stamped when filled out.
A: We will look at adding a box for on/off island

Q: Testing turn around time? (on island)
A: Sputum test @ 3days, Nasal swab is quicker @1-2 days.

Q: What if someone won’t do Census or get tested before coming?
A: They must 100% social distance.

The Troopers have agreed to show up at gatherings to remind people of the guidelines.

There was a brief discussion about diversity on FINY. The ICB will issue a statement. A draft will be sent to the Board from Willard to review and approve. (ACTION ITEM).
