ICB November Meeting
Tuesday, November 13th, 2018

Approve October Minutes
Tom O’ Neil motioned to approved the October ICB minutes composed by Zack Hoch. The board seconded, and the minutes were unanimously passed.

Treasurer’s Report
Willard Soper reported there is about $4,500 in the ICB checking account. ICB has received approximately $1,000 since the previous meeting. Donations have ranged from $25-$500. Zack submitted 70 hours. Tom O’ Neil motioned to approve Zack’s hours, the board seconded and the motion was moved.

Waste Management
Nate Malinowski and Willard Soper presented a preliminary report of Waste Management ‘s project at the October meeting and asked community members to respond by October 30th. The ICB bundled all responses and composed a final report. Nate and Willard received 80 emails from community members, most expressing strong opposition to the plans. The summary of responses is posted online. Waste Management will not continue with the project and plans to only proceed with essential repairs.

Tom O’ Neil motioned to approve the report, the board seconded and the motion passed. Tom thanked Willard and Nate for composing the report and thanked Waste Management for listening to the community. Nate stated ICB should continue helping Waste Management and stay informed. Louisa Evans asked how this effects the 10-year plan. Nate answered Waste Management will rewrite their plans. Tim Patterson said they will discuss at their next meeting. George De Menil reminded there is an election December 11th for two commissioners for the Waste Management Board. There was some confusion about who is eligible to vote. Only registered voters are eligible to vote for WM commissioners. Harry Parker stated he is pleased with the forum for discussion that ICB has created. Lois De Menil is moved by the strong community response and constructive tone. Lois also raised concerns about the overuse of plastic. Tom O’ Neil requests all districts and organizations be better at informing the community about their 5-10 year plans.

Welcome ICB Administrator
Tom O’ Neil formally welcomed the new Administrator for the ICB, Mere Doyen. Mere helped form the ICB from the Civic Association. Tom exclaimed this is a huge win for the ICB and Fishers Island. Responsibilities for the new ‘Island Liaison’ position include working with the ICB and island entities, attending monthly meetings, facilitating quarterly communications with Southold, helping with the Annual Report, and update mailing lists and to send email blasts. Candy Whitman stated the ICB is leasing a shared workspace at the community center until May. A desk and office supplies will be added as soon as it can be arranged. Mere suggested a press release go out in the Foghorn explaining proper moods of communication.

2019 ICB Priorities
Tom O’ Neil requests each representative scout out their own district/entity and establish 1, 5, and 10 year goals to help ICB identify priorities for the upcoming year.

Utility Company
Chris Finan stated the Utility Company is petitioning to build a duplex at the Briar Patch. Martin Finnegan is drafting the plans and they will be circulated to the board upon completion. The timeframe is uncertain.

A bid will go out this winter to replace lead ‘goosenecks’ located in the waterlines. Engineers have been hired to do the mapping, then a bid package will go out to dig up and replace mechanisms in need of repair, work will be inspected, the ground will be replaced, and lastly, new sidewalks will be installed. The project is expected to start in the Spring.

Annual Report
Nate Malinowski announced this year’s Annual Report will be available by Thanksgiving and posted online at https://fishersisland.net/2018-fishers-island-annual-report/. Nate awaits a few more reports and the front letter, forthcoming from Tom O’ Neil.
