Five-Year Capital Improvement Program Projects
The Town of Southold (Town) and the Fishers Island Ferry District (FIFD) propose to rehabilitate runway pavement, remove known (FAR Part 77) obstructions to the navigable airspace, and improve general aviation facilities and their associated infrastructure at the Elizabeth Field Airport (OB8) located on Fishers Island in the Town of Southold, Suffolk County, New York.
The purpose of this project is to (1) rehabilitate runways to maintain pavement conditions, (2) enhance safety and efficiency of aircraft operations at the airport by addressing FAR Part 77 obstructions located on airport property and (3) improve general aviation facilities and their associated infrastructure to accommodate existing and future based aircraft demands
The Airport received funding from the FAA to prepare an Environmental Assessment (EA) to evaluate the potential environmental impacts associated with the proposed project. The EA has been prepared to meet the requirements of the National Environmental Policy Act of 1969 (NEPA). The purpose of this act is to ensure that environmental, social, and economic factors have been taken into consideration during the development decision. This EA follows the guidelines and organizational structure recommended in Federal Aviation Administration (FAA) Order 1050.1F, Environmental Impacts: Policies and Procedures, FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, for preparation of an Environmental Assessment, and the FAA’s 1050.1F Desk Reference, for the analysis of potential impacts.
The EA is available for review at the Ferry District Business Office, 261 Trumbull Drive, Fishers Island, NY 06390 or on the Town’s website (http://www.southoldtownny.gov/), the FIFD’s website (https://www.fiferry.com/) and the Island website (http://fishersisland.net/). The Ferry District Business Office hours are from 9:00 am to 4:00 pm, Monday through Friday; the document will be made available for review from September 7, 2017 to October 7, 2017. Comments must be addressed in writing and will be incorporated in the Final EA document. All comments must be received within five calendar days of completion of the public review period.
